		<description>I wasn't there, so I can't say for sure but that sounds like a good starting rule of thumb for assessment/evaluation. However, we do course "evaluations" which might ostensibly be about the course effectiveness, but are really about instructor "assessment" by that definition. I wouldn't call it that because it is really a performance appraisal of sorts and thus an evaluation.
